The Phase I Study for the project, completed in 1993, identified the optimal routing and character of a multi-modal transportation system, and produced documents necessary for applications for funding under the Federal ISTEA program. The application was successful in the award of funds to initiate the design and development of an 11-mile-long multi-modal system connecting San Antonio's five Spanish Colonial Missions and related historical sites from the Alamo to Mission Espada along the San Antonio River.

Working closely with the community, Bender Wells Clark Design and the design team identified goals for the project, including: providing pedestrian, bicycle, car, and transit access , including a comprehensive system of wayfinding, coordination with adjacent neighborhoods, and with the community while minimizing negative impacts, enhancing aesthetic and natural environmental conditions along the corridor, and providing visual and physical linkages to the San Antonio River.

After a rigorous RFQ process, the design team was then awarded the Professional Services Contract for Construction Documents. The project is proceeding in phases with a total cost, including ancillary projects estimated to be over $50 million.
